It's a Society order. Induction is limited to those who have successfully
completed a reign as Consort. I'm not sure if induction is automatic in
other kingdoms (it is in Atlantia). Nor am I certain if territorial
consort prince(sse)s get into the Rose when they step down.

Duke Hector in Ansteorra is a member; Duchess Rowen put him there (rather
directly I might add).
