Thrusting tips

Dear Lords and Ladies,
	I am in the process of constructing new weapons, and a vague area
has come up.  When I checked the standards for current requirements on
thrusting tips, it says 2" diameter for the tip.  In the past I always
used hitch caps with two half inch layer circle pieces of foam for "give"
on the inside.  Although the hitch covers are not really 2", do they still
fulfill the requirements?   Would someone please clarify if trailer hitch
plastic/rubber caps are still allowed.   If they are legal, how much--tip
of ratan to end of plasctic cone--foam is sufficient?
