While I understand the idea behind keeping the experiment to "warranted
marshals", the current policy on limiting the number of marshals to no more
than necessary would make it tough for marshals to fight, as well as
marshall.
	We don't lack for good, responsilbe fighters in Atlantia, and as long as
the participants are in agreement on the weapon being tested, why limit who
can use it?  After all, can you honestly state that something that has been
subjected to a relatively limited test is safe?  I would want to see it in
more varied situations than is possible with a limited test.
