This is solely my experience, but it is because it is very hard to get
someone 'in trouble' for hitting too hard, or taking too hard.  Because the
Marshalls are courtious and chivalrous, as are 'most' people.  That when
someone is accused of hitting too hard, they are told not to, and are given
a second chance. (and since rarely is a report made of these incidents, it
can go on and on and on ...)  It is also very difficult to prove it, since
only the person on the receiving end felt the blow.

At Kingdom Crusades I took an excessive blow to the back of the head with a
polearm that had me off the side of the field on my knees for a 1/2 hour,
and a massive headache for about 4-5 hours until the medicine kicked in good.

The fighter in question had a marshall shake his finger at him and tell him
not to do that again, and everything was 'fine'.
