Kilt Question!

How do you keep teh pleets from slipping out?
I've tightened the belt as much as I can, to the 
verge of almost makeing contact between my back bone 
and stomach, and it still slips out from the belt.
Any suggestions?
And where can I get GOOD Kilt material without 
havieng to order it or pay an arm and a leg?
I'm looking for, preferably, a 1/2 cotton mixture 
in it.
