Recently, a gentleman on the West list, who just got his federal license,
quoted chapter and verse on this.

It seems only individuals with a federal distilling license may distill.
Even then, the results are taxed.  There is no formal way for an individual
at home to even pay that tax: the process of distillation, like driving,
requires a license.
