The Baron Who Stole Pennsic

I have a complete copy of the words to this frightful tale.  Someone read 
it to us at a Kingdom Twelfth Night postrevel about four or five years 
ago.  I am looking for the author.  The person who read the poem (not the 
author) was kind enough to take his copy to the hotel copier and make me 
a copy of my own.

The opening lines are:

All the Scadians in the Society liked Pennisc a lot, but the Baron who 
lived just North of Beltsville did not.  The Baron hated Pennsic - the 
whole Pennsic season.  No one knows why or quite knows the reason . . . .
