You may be looking in the wrong place.  I-95 is half the Washington
Beltway (the other half is I-495), then runs straight up to Baltimore, then 
zips across the Baltimore harbour, and finally runs up towards Philly.

The section you want is the center part, between Washington and 
Baltimore.  Rt 175 is north of Rt 32, and south of Baltimore-Washington
International Airport.  It runs approximately through/just North of
Fort Meade (military base, not a town), which should be on your maps.
In fact, Rt 175 should be on your map also--it is neither new nor tiny.
