Yes.  One does not have to be a member to form a household.  One does not have
to have an Award of Arms to form a household. One does not have to have a badge
to form a household.

But if you want a badge, I strongly recommed it be registered with the Heralds
so you don't inadvertently display the arms of someone else as your badge.  To
register a badge, you must have a name (or at least a holding name) registered
with Laurel.
