To form a household you must do two things:
1) Find somebody else who wants to be in a household with you. You can
have a household of one but what's the fun of that?
2) Tell somebody (possibly the person in the household with you?) that
you are in a household.

Seriously, there are NO rules for households. They vary strongly in
size, membership, purpose, and noteriety. Its all a matter of what you
put into it.
