Actually, it *is* a coincindentally large number of local failures.  We've
had some turnover at the kingdom level and some 'enforcement' wasn't
getting done, so now we're discovering that 10 groups in Atlantia are *3*
Exchequer reports behind!!! (That's *all* of calendar 1997!! - and this is
one of the ones we agree is 'necessary'!)
