A Court of Chivalry is an instrument of justice entirely within one
Kingdom, and fairly limited in what it can do, how it can be composed, and
so on.  It also takes up to a year or more to resolve anything, if past
examples are any indication.  There have only been three or four Courts of
Chivalry in the last 17 years in Atlantia.

For all the above reasons, Courts of Chivalry would _not_ be an
appropriate tool to resolve relatively minor cases at Pennsic.  Sort of
like trying to resolve traffic disputes with a Grand Jury.

The Seneschal's Court as described would allow relatively quick resolution
of problems.  That's probably the main reason they set something like this
up.
