Well, dunno about the *entire* population of an event, but you could 
get quite a few people involved in a human-scale game of pachisi (a 
little like the modern board game "Sorry!") ...

Emperor Akbar the First, of the Moghul Empire (India), played 
pachisi on an enormous marble-inlaid board, and the playing 
pieces were sixteen women.  Similar "boards" (or the ruins thereof) 
can be found in the cities of Agra (which was the Moghul capital 
then; it's also where the Taj Mahal's at) and Allahabad.
