RE: reserved regalia (was Cap of maintenance? (was Pelican Cloaks)

I am curious about this and other "reserved regalia" and can not find it
mentioned in any of the Corporate or Kingdom Bylaws. Could anyone
direct me to where to find a listing of such things?
