How's this for non "administrative/clerical" terminology :
Principal... As a noun, it generally denotes a person who holds a high
position or plays an important role.  As an adjective it has the sense
of  "chief" or "leading".
One primarily responsible for an obligation.
A main participant.

Of course, this is not just my definition...it is in the dictionary that
way!
