A red "Herring"?

I've been trying to make heads-or-tails about the following Kingdom award, 
and I've concluded that I just can't figure it out:

"Herring: Given for excellence in running events."

Is this supposed to be for excellence in running EVENTS, or excellence in 
RUNNING events.  Who would be more likely to win one: an Autocrat or Edwin 
Moses?

I'm certain there's a pun just lurking in here somewhere.
