I believe you are referring to the Palatine Barony of the Western Seas,
which covers many of the Pacific Islands and Japan.  They rotate their Baron
twice a year, with a summer tournament and a winter A&S competition.

They are called a Palatine Barony to draw attention to their exceptional
internal structure, which was an outgrowth of military participation in the
Pacific region.  Or, so I gather.

I've never been there (mundane, or societally).
