Greetings to the patrons of the Merry Rose from Konrad der ruhige Baer.

Please find below some information which may be of help to the current 
discussion.

History:

Pay-to-fight became a policy under the KMoL's office after it was rescinded 
by the BoD.  It is my understanding that this was not a unilateral decision 
by the KMoL but the policy was made after discussions with the Crown.  The 
KMoL policy was supported by the Crowns until the pay-to-fight  rule was 
made kingdom law.  The actual law is in the current Red Tape under 
miscellaneous.

Practices:

You do not have to be a member to practice (train for authorization).  All 
non-members (those without blue membership cards) do have to fill out a 
waiver at the practice.  These waivers must be sent to Corporate each month. 
 This is specified in Corporate policies G & P D 12 and G & P D 19 as 
published in the June Acorn effective July 1.  Copies of the new waivers are 
published in the July Acorn.  According to Master Thomas in the June Acorn 
the group Seneschal is responsible for sending  the waivers to Corporate.
