This is what I recall too, but I never talked to the principals, and only got
my information third hand.

  Put way too simplisticly, the idea is that the fighters "use" considerable
  resources and should contribute to the SCA through membership.

This proposition turns out to be hard to prove empirically.  Very, very hard.
I've never seen it done.
  
  Another desirable side effect is to encourage, or mandate, that fighters
  have an opportunity to at least see what is going in the whole kingdom and
  the SCA through the Acorn and the TI.

Again: membership does not require purchasing a subscription.  Also an error.
  
  It is an open philosophical question whether the reduction in personal
  choices caused by "pay to fight" are offset by the benefit to the kingdom of
  having all authorized fighters be members.

I'd be interested in knowing how membership in the SCA assists any Kingdom,
anywhere.  (With the possible exception of Drachenwald, whose membership
levels are temporarily lower than they used to be.)

The cerebral facts simply don't support the conjectures.  The visceral ones
are harder to argue with.
