Hehehehe.  Everything that is old is new again.

This is the system that we used to have, and abandoned some time ago.  Six
years?  More?  It was in place eight or nine years ago, anyway.  In fact,
it was almost exactly as you describe above.  Crown tournaments rotated on
a N/C/S/N/C/S/N/C/S system, Twelfth Night rotated on a N/C/S/C/N/C/S/C...
system.  Or vice versa, I don't remember.  Coronation has always been
whereever the Monarchs want it.

The system above had problems, though, which eventually made someone
decide to give up on it and try something different.  Some of the problems
I remember were:

-- no bids, or poor bids.  What if a region is supposed to host 12th
night, and no good bids come from that region for that event?  This
happened (I forget which region).  You have to hold the event elsewhere. 
But what does that do to the rotation?  And it is certainly bloody
awkward.

-- no travel.  In theory, having 12th Night in the North/South will get
people to travel from the South/North to get there, with lots of good
effects.  In practice, there is only a small section of the population of
the South that travels to the North, and only a small section of the
population of the North that travels to the South.  This has always been
true, and is not a moral indictment of any person or group.

-- competing events.  Several regions hold their own 12th night when the
Kingdom one is far away.  On a different day, of course.  This isn't
something that should be changed -- we cannot _require_ anyone to attend
an event 8 hours away, and we shouldn't legislate to make all "12th
Nights" illegal unless they are The One True Kingdom 12th Night.  However,
such events do impact upon True 12th Night attendance.


Anyway, after a couple of consecutive "no bids" from the regions that were
supposed to hold the event, the Monarchs and Seneschal decided that it was
time to stop pretending that the rotation was working.
