  To address the problem of people in the Southern Region feeling
  unrepresented at important events held in the Northern Region,
  I propose the following:

Naah..  "In order to address the growing feeling of disenfranchisement of
the people in the Southern Portion of the Kingdom, we are having a meeting 
at Estrella:  this stinks for everyone." (:-)

More seriously: the solution to such a problem is not to tell other people
what to do.  The solution to the problem is to throw more, and better,
events locally.  Make people want to come and visit *you*.
