Experimental Swords

The concept behind experimental weapons:
1) You do a very small trial in a controlled environment.
2) If everything goes well, you expand the numbers and test in other
situations.
3) If the evaluations are positive, a phase-in or implementation is
planned.
4) Poofta! New whatever.
Siloflex swords are in stage 2. We are going to be very conservative
about deciding when to go to phase 3.
