You recall correctly (it was done by Will Linden, aka Alfgar the Sententious). It was still of immediate use until Da'ud ended mundane conflict checking in his last tenure.

Depends on your definition of "a very long time". I still registered Tolkienic names with no heartburn as late as June of 1990. (After all, though they were constructed languages, Tolkien created them to teach medieval linguistics at Oxford and they are rather more period in their structure than many of the modern languages that we now allow.)
