Others have spoken circuitously... Weebling is an alternate term for
rhino-hiding, or the reluctance (or outright refusal) to accept blows.
It has happened in Atlantian Crown Tourneys... It apparently was a big
problem at a recent Atenveldt Crown Tourney leading to a major stink,
and the Society Earl Marshal concurring with the Crown that the (seemingly)
completed tournament was invalid because it did not conform to the 
conventions for fighting in the Society. Major stink, yelling and screaming,
and a thread that wouldn't die on the Rialto.

It is a cute term for behavior that is frankly unacceptable.
