That is not an unfortunate loophole. (But, please, lets NOT get into the
pay-to-play debate!) And there is no non-member surcharge in Atlantia. It was
repealed the moment the surcharge was repealed by the BoD, and I haven't seen
anything re-instating it.
If one is not a member of the SCA, one must sign a waiver at Troll. The waiver
says basically the same thing the waiver on the membership form says.
It has been my experience that waiver signing is inconsistently enforced in
Atlantia. At least, I am rarely asked to show my blue card at Troll. But it
should be.
