So the alcohol policy boils down to this:

     Branches in the USA may purchase and serve alcohol only when
     a combination of government regulations and liabilty insurance
     considerations would allow; i.e., not at all.
     Branches outside of the USA may purchase and serve alcohol
     strictly in accordance with their own government regulations,
     without any regard to the liability insurance issue.

Now, does because international law already protect multinational
corporations from liability claims outside the base country?
