  So the alcohol policy boils down to this:
  
       Branches in the USA may purchase and serve alcohol only when
       a combination of government regulations and liabilty insurance
       considerations would allow; i.e., not at all.
       Branches outside of the USA may purchase and serve alcohol
       strictly in accordance with their own government regulations,
       without any regard to the liability insurance issue.
  
In essence, yes.  "It is too dangerous (in terms of financial liability) to
do without insurance, so since we can't get insurance, you can't do it on
behalf of the Corporation".  Yeah.

Oh "But you can do what you want with your booze and your bucks, because
while it is dangerous to allow booze at all at our events, we do have
insurance for THAT".
