Hmmm.  It is dangerous to generalize about stuffhwithin the SCA.

Not only did Carolingia allow voting by non-members, we allowed voting by
non-residents.  If you could honestly sign an attestation that you felt you
were a Carolingian, you could vote.  We sent ballots to anyone that had a
paid subscription to the the Carolingian Newsletter, for example.

And our vote was "binding" in the sense that the Crown of the East would
follow it.
