Greetings Unto Lord Rabah!, What follows is my announcement for the
April Acorn.

Greetings and Felicitations unto Atlantia from the Earl Marshal!

The following event reports are missing:

The following is a proposal for a formal policy on armor inspections and
minor rewording of the top of the armor and weapon regulations.

Section II. Atlantian Specific Armor and Weapon Regulations

14.	Armor Regulations.  Atlantia uses the SCA regulations without
additions.

15.	Inspections.
	A.	All combatants are responsible for ensuring that their arms and
armor meet all applicable regulations.
	B.	All combatants must have their arms and armor inspected by a
warranted marshal (rapier or armored marshal depending on the activity)
before participating in combat at each event, practice or other official
activity.
	C.	Inspection procedures.
		1.	Check the coverage and sufficiency of the elbow and knee armor.
		2.	Check the body armor.  If you can't see it, tap the area over the
kidneys.
		3.	Ask if they're wearing a cup. (if female adjust question)
		4.	Perform the face thrust test. 
			a.	Palm against helm over the chin fingers up, 
			b.	Push up and in.  
			c.	If the helm touches the face the armor fails.
			5.	Check the thrusting tips and padded weapons.
			6.	Look for protrusions or other dangers on the shield or weapons.

16.	Weapon Regulations.  These are in addition to those weapons
regulation in the SCA Marshal's Handbook.

14 and 16 are clarifications.  15 is the proposal for an armor
inspections policy.  
The following is the corresponding responsibility for the marshal in
charge.

29. MARSHAL IN CHARGE OF AN EVENT
	R.	The marshal in charge of an event must arrange for a warranted
marshal to perform arms and armor inspections.  At small events this may
be done by the marshal in charge, but at most events the marshal in
charge should have one of the events other marshal perform these
inspections.  Since any marshal can perform inspections, some fighters
may have their arms and armor inspected by a marshal other than the
marshal in charge or his designated inspector.

The following are minor additions to the authorization procedures. 
These additions are things almost everyone has been doing all along but
not incorporated in the procedures.

42. Combatant Fighting the Authorization Bout (Tester)
6)	The tester should not be someone who regularly fights or trains with
the candidate.

46. Marshals
I. Neither of the marshals may be someone who regularly fights or trains
with the candidate.

29. MARSHAL IN CHARGE - Events

A.	The Marshal in Charge must sign the event registration form filed by
the autocrat with the Kingdom Chronicler.

B.	If the Marshal who signed the event registration form is unable to
fulfill their commitment, he must inform the autocrat and the group's
Knight Marshal who must find a new marshal in charge and file an updated
event registration form.

C.	The Marshal in Charge must file an event report within 10 days of the
event.

D.	If any apprentice marshals serve at an event the marshal in charge is
responsible for ensuring their supervision and safety.  He must also
fill out the appropriate information on the apprenticeship form.

30. MARSHAL IN CHARGE - All combat activities

A.	A Marshal in Charge shall oversee all combat at all official combat
activities.

B.	If an activity has armored combat, there must be an armored combat
marshal or other marshal experienced with armored combat, to oversee the
armored combat portion of that activity.

C.	If an activity has rapier combat, there must be a rapier marshal to
oversee the rapier activities of the event.

D.	Marshals who fail to properly handle their marshal in charge
commitments will be removed from all marshal positions.

E.	The Marshal in Charge must have some means of recording information. 
This may be as simple as having a pen and paper at the Minister of
List's table.  See 3.J for the information that should be recorded. 

F.	The Marshal in Charge shall bring a copy of all the rules and
regulations pertaining to combat in Atlantia to the combat activity.

G.	The Marshal in Charge will ensure that all combat has a sufficient
number of marshals.  Scenarios that exceed the capabilities of an
event's marshals must be modified or canceled.

H.	The Marshal in Charge need not be constantly present near all combat
but must be readily accessible to any marshal in charge of a scenario.

I.	The Marshal in Charge shall choose the marshals that shall assist him
in marshaling any combat.

J.	The Marshal in Charge is expected to work closely with the minister
of the lists for that event.

K.	The Marshal must address violations of the rules of combat.  Section
36 describes this process.

L.	If, for any reason, it should become unsafe to conduct combat safely
and in accordance all applicable rules, the Marshal must halt all combat
at the event.  If the Marshal is unable to halt combat, then he must
withdraw his sanction from the event.  The Marshal must immediately
report these events to the Earl Marshal.

M.	The marshal in charge of an event must arrange for a warranted
marshal to perform arms and armor inspections.  At small events this may
be done by the marshal in charge, but at most events the marshal in
charge should have one of the event's other marshals perform these
inspections.  Since any marshal can perform inspections, some fighters
may have their arms and armor inspected by a marshal other than the
marshal in charge or his designated inspector.
