Current rules for polearm construction

hello All!

What are Atlantia's criteria for polearm construction?

I want to build a poleaxe with split rattan clackers in the head........i
could do that back in Caid, is it legal here?

Are there specific materials that I am to use?

Also for mass wepons, what are the requirements for head construction,
weight etc.
