Well, let's see.  We could take the position that angels have perfect 
balance and that they would therefore not need to extend their wings to 
maintain said balance, or we could take the position that anything with 
wings is gonna be proud of them and therefore wave them about.  

Truth to tell, I don't think it matters aside from the actual surface 
area.  I suspect that any gang (flock?  litter?  what DOES one call a 
group of angels?) of angels that were dextrous enough to dance on the 
head of our hypothetical pin would be dextrous enough to keep their 
wings out of each other's way, no matter if they were folded or 
extended.
