I will say one exception is in the Barony of Nottinghill Coill.  
When Corun was first baron I went down as deputy to manage a
scriptorium for Baronial University, I drove into the parking
lot and started to unload.  I wasn't aloud to carry much by the
way of books although he did let me carry my own supplies.  It
was a very nice thought since I'd brought my entire library.
