As a general rule permissions are not required for photos of persons
participating or attending a "public event or exhibition".
Note however individual publications may have different requirements.
(TO put it in a mundane/SCAthian light:
At Saturday's football game/tournament a picture of the players and the 
refferees/fighters and marshals doesn't need a Release signed any one in
the photo. The same goes for the spectators.
