Companions of the Pearl and of the Golden Dolphin are members of the Order.
The Principal is simply the head of the Order, appointed by the Crown to
preside at meetings, coordinate pollings, and perform other such duties as may
be required.  

The Principal of an Order is to be distinguished from the Premier, a term you
sometimes see.  The Premier is the senior member of the Order active in the
Kingdom.  It is solely a "prestige" sort of distinction.
