Since no one seems to have addressed the non-Christian side of the Papacy,
I will point out that the Pope actually took over the office of Pontifex
Maximus, which was a (Well, "The") religious office of the Roman government
(even back when thing were run by the Senate and Tribunal). Which is why
the Pope is also referred to as the "Pontiff". Understandably the most
important Christian priest was centered in Rome and given the most
important religious title available in Christian Rome.
