You have unfortunately fallen into one of the cracks in the system.  Shires
are, in the real world, larger than baronies.  Sheriffs outrank barons and
are approximately as noble as viscounts give or take a nobility point.   And
yes all of the SCA establishment would have to become involved. 

That being said, however, there is no reason that any gentle in Highland
Ford, or anywhere else for that matter, cannot invent an award and bestow it
on a worthy individual.  Such an award would carry no official precedence,
but does that mean it cannot be treasured and envied all the same?  The
Silver Crescent in the East began as the household award of House Haqqim
(Count Murad, Duke Akbar et al  3, 4, 5 kings of the East).  There is also in
the East an award called the Order of the Footed Bowl begun by Duke Frederic
and Duchess Nicorlyn.  There are other precedents I could cite as well.
  Awards are the lands we landless nobility reward the good and worthy with
in these current Middle Ages.  You cannot make more land, but the universe of
thanks, congratulations, and praise is infinite.
