Heraldic Computer Programs

A friend of mine has asked me if any computer programs exist to create 
coats of arms.  Are there any?  I doubt there is a probram that is 
specidfically geared to devices, but, are there any clip-art 
files that exist that can be used with common computer drawing programs?
