A tree blasted

I happened to be looking at the on-line armorial the other
day when two pieces of armory caught my eye:

Lochmere, Barony of
Ermine, a tree blasted and eradicated and a chief wavy
within a bordure sable.
Now, I think I know what these would look like; "blasted" means
all the leaves are gone, and "eradicated" means the roots are
showing, and I imagine all the little black ermine-tails would
look a little like more trees in the distance, so it would seem
to be a hilly, woody, wintry, nighty, landscape.
My questions are two:
How is it that two separate Baronies (possibly in two separate
Kingdoms) have such badges or devices that are so similar to one
another?
What do these symbols signify, and who bears them?

As I understand it (somewhat hazily), the Barony of Myrkewoode was the
very beginnings of the Kingdom of Atlantia some years back. If the
device is still current, then I suspect it's because the barony in
question is now in the East Kingdom; if the barony is no longer
current, then the barony of Lochmere has taken the device as its
own.(geographical proximity and desire on the part of the group at that
time)
As for what the device signifies, I suspect it has something to do with
the fact that winters in Lochmere are not nice things. But I doubt
that the ermine tails were meant to be trees in the background,
although I'm purely speculating.
