  This pay-to-fight rule--does it extend to rapier?  If my membership does
  not return from CA in time for Pennisc, am I barred from fancing
  classes?  From shooting for the archery War Point?  Please, good
  gentles, tell me, for my packing will be much altered if I cannot in any
  wise enjoy a good bout or flight!  (My waiver is signed...)

Pennsic is an Eastern event: don't worry about it.  In the East, there are no
membership rules for combat, just the new waiver rules.
