Publication is necessary, but not sufficient.  The event must also be
sponsored by a local group.  But yes, it would be official, if the group
sponsored it.

Not that this does Billy Bob Joe Don any good, if he is a member, for the
insurance won't cover the property belonging to a member.  (At least, the last
several years worth didn't.  I haven't seen the newest paperwork.)
