  The College of Arms devises, an assortment of heraldicly
  correct, attractive-looking badges for some new households.
  I think seven would be a good number.

Alternately, but probably less satisfactory to people:

The College of Arms could constantly prepare arms that are pre-passed, and give
them to people when they want arms. In period, for example, if the Crown
granted you arms you got whatever was given.

Or: people could register more than one set of arms, and "give" a spare to
someone new, whenever they wanted to.
