Well, that depends.  Strictly speaking, yes, you are correct.
But, if she was trying to differentiate between "The Cordoba"
(which I assume is the one in Andalucia, the southern region
of Spain) and another Cordoba (I think there is at least one
other somewhere in South America), then that might be ok.
Although, I think it sounds better just "de Cordoba."
