Alfredo el Bufon elucidates further:
You can't really get on the Beltline going west, you have to decide
whether you want to get on clockwise or counterclockwise. The
Beltline signs (marked with a cute little picture of a green and
yellow ski cap) call this getting on the Inner Loop or the Outer
Loop, but it's really two different directions on the Inner Loop
(The real Outer Loop is incomplete). If you imagine the Beltline
as a clock going around Raleigh, you'll notice three things:
1) It's misshapen, like in that Dali painting.

2) A car going 60 mph on the "Inner Loop" can pace the minute
hand of the imaginary clock.
3) Hillsborough is somewhere around 9:00.
Therefore, from the north, you'll want to take the "Outer Loop",
but from the south, you'll want to take the "Inner Loop"
Unless I got things backards.
