In historical response:

I beleive that both Napoleon and Hilter ATTEMPTED to invade/reach
Moscow...The difference between the two instances (Moscow/Washington) I think
lies in the fact that when the White House was burned by the British in 1814,
both the structure and Washington D.C. were not yet ingrained symbols linked
to the U.S. spirit.  The White House (which wasn't even white) had only been
occupied 14 years.  What mattered was that the symbols of the U.S., such as
the Declaration of Independance, were spared thanks to Dolley Madison.  So,
to link this with Rome, not as much importance was placed on our capital city
due to its lack of historically established significance.
