I would think so, too; even though the Order of the Pelican is
for service to the entire Society, one needn't be Society Seneschal
to be recognized as a Pelican.  Nor even (I daresay) perform any
service for those outside one's kingdom.
By that same token (if I guess right) one could serving valiantly
"only" for one's local branch and still be judged a benefactor of the
entire Kingdom.
