Hah!  Not likely.

The closest Atlantia has ever come to Pennsic was Atlantian Ten Year
Celebration.  Why was it special?  Because (a) a lot of people put an
awful lot of work into it, and (b) nothing like it had been done before
(and in this Kingdom, nothing similar has been done since).

Holding a Kingdom Birthday every year makes it an event like Ymir, Ice
Castles, or the like -- a good event, but nothing huge, nothing truly
special.
