Some of the "badges" you saw people wearing may have been "favors" from the
individuals' local group, their lord or lady, etc. It's not necessary to
belong to a household to wear a favor.

A lot of people from Cear Mear and Black Diamond (that I know of right off
hand) wear their Baronial favors at their belts (and did so at the A&S
Festival). You might ask if your local group does this or is interested in
making some.
