Marshals Announcement for the November Acorn

Greetings Unto Lord Rabah!, What follows is my announcement for the
November Acorn.

Greetings and Felicitations unto Atlanta from the Earl Marshal!

Event reports should be in to the Earl Marshal within two weeks of the
event.  Marshals that host events without filing reports will be removed
and knight marshals of groups that host events without filing event
reports will be removed.  The following event reports are missing.

In working with Mistress Isbella, the Atlantian Minister of the Lists,
we have worked out the following policy for distributing the complete
set of rules governing combat in Atlantia.

Effective November 1st: Each time an authorization card is issued, the
fighter will have an opportunity to request that a complete set of rules
be sent to them.  The Kingdom Minister of Lists will send a copy of the
current version of each rules document to those fighters that wish a
set.  This rules distribution will be funded from the authorization
fees.  
For authorizations and authorization renewals there will be a $5.00 fee,
a gold card, for everyone.  This would fund the direct distribution of
rules and would fund the direct expenses of the Minister of Lists'
office and the Earl Marshal's office.  Funds in excess of these
expenditures, will go into the Kingdom's general fund.  We will start
with a $5.00 fee.  The fee will be recalculated as soon as possible and
will be less than $1.00 per person in excess of all costs.

Rules Changes Effective November 1st:
A) Fighters may authorize in the various weapon forms in any order.
B) All spears must be nine (9) feet long or less.

Request for commentary on Pole Arm Rules: Changes at the society level
have made it possible for Atlantia to reinstate it's own polearm rules. 
The draft of the slightly modified rules are presented below.

1.	A polearm is any padded weapon more than 30" in length.
2.	No polearm may be longer than 7½ feet in overall length.
3.	Polearms may not weigh more than 1 pound per foot of overall length.
4.	Polearms may have thrusting tips on both ends.
5.	Polearm thrusting tips must be at least 2" in diameter and compress
at least ½"
6.	Polearms may have striking surfaces only on one end.
7.	Polearms must have 1, 2 or 4 edges and these must be clearly marked.
8.	At least 1/4 of the length of a polearm must be padded.
9.	Polearms must have at least one inch of padding.
10.	The padding on a polearm must have at least ½" of progressive
compression.

Notes on the changes from previous rules:
1	Increased from 7' to bring us into line with most other kingdoms.
3	Simplified from a more complicated formula.
5	Stated here for the first time but a long standing rule.
7	Change in emphasis from number of edges.
9	New.
10	New requirement that padding must have progressive compression.
