Yes, it does seem a bit on the restrictive side.  On the other hand,
Bright Hills sits right on the border of the East Kingdom, and it's
literally less than 15 miles from where I am typing this to the
border.  So if the East has a semi-decent Eques. guild in operation
(which I have heard it does) then it may in fact be more likely to
satisfy the requirements from here...
