In fact, this could very easily be accomplished with or without the
gracious help from our friends in Northshield.  The real question is
whether or not Their Majesties and the Order Principals would like to
receive award recommendations via e-mail.  (I'd think they'd be thrilled
to receive these, but someone might have to pay extra for mail storage
and would be worried about being flooded with requests.  Any web page
that automatically generates a message has that possibility.)

I'll look into it, and if it's feasible with the folks accepting the
letters, put it up on the kingdom's web server.
